July 30, 2001

On July 26, 2001, FERC approved the minor revisions to the OASIS Standards and Communications Protocols document, Version 1.4, that the OASIS Scheduling Collaborative had filed on March 31, 2001.

FERC has designated the revised OASIS Data Dictionary (Appendix A of the S&CP) as Version 1.41 to distinguish it from the earlier version. Under the terms of FERC's Order, the revised Data Dictionary becomes effective October 1, 2001.

The updated S&CP is available for review and download from the Library of Documents.

FERC has issued an Order adopting a set of uniform business practices implementing its policies on transmission service price negotiation and on improving interactions between transmission providers and customers over OASIS nodes. It also amends 18 CFR 37.5 to require compliance with these practices.

The How Working Group has filed a new version of its Standards and Communications Protocol document with FERC. This revision incorporates changes discussed in recent reports filed with the FERC related to the OASIS Audit Template Experiment and the OASIS Final Rule, Order 605. In addition, Version 1.4 incorporates a new template to support the recent FERC order to post CBM and miscellaneous changes to improve OASIS operations.

HWG Comments to FERC on RTO NOPR

On July 29, 1999, the How Working Group filed comments with FERC in Docket RM99-2-000, Regional Transmission Organizations Notice of Proposed Rulemaking. The comments focus on the need for standardization and coordination between RTOs and their electrically connected neighbors.

Proposed Changes to OASIS Standards and Communications Protocol

re: February 10, 1999, Order on Transition from OASIS Phase I to OASIS Phase IA and Authorizing Proposed Phase IA Audit Reporting Experiment, Docket No. RM95-9-003 Open Access Same-time Information System (OASIS) and Standards of Conduct

Pursuant to the Commission's referenced Order, the How Working Group is requesting comments from the Industry "…assessing the new auditing procedures, comparing the procedures before and after the implementation of the audit experiment, and advising the Commission on what, if any, revisions to the OASIS S&CP or the Commission's regulations are needed to accomplish any proposed changes in procedures." This notice is to advise the Industry of the How Working Group's intent to file with the Commission a report on the Audit Experiment and to recommend revisions to the OASIS Standards and Communications Protocol Document (S&CP) to incorporate the provisions for audit reporting as filed in the Experiment.

All interested parties are asked to provide comments on these issues to the How Working Group no later than August 9, 1999 for review and consideration in drafting their report. The final report is expected to be filed with the Commission by September 1, 1999.

FERC Issues OASIS Related Rulings

FERC issued two rulings today. The first is an order granting a waiver of notice, conditionally accepting for filing proposed rates for ancillart services, and announcing generic policy on flexible rates for third-party ancillary services providers. The other is a final rule that amends FERC regulations to:

  1. extend the retention period and availability of information on curtailments and interruptions;
  2. allow the Commission staff and the public to access the supporting information on curtailments and interruptions, upon request;
  3. codify that OASIS users are allowed to make file transfers and queries as defined in the Standards and Communications Protocols (S&CP) Document;
  4. clarify that Responsible Parties are required to provide access to their OASIS sites for OASIS users making automated queries for extensive amounts of data;
  5. add a provision to allow Responsible Parties, under certain circumstances, to limit a user's access to an OASIS node; and
  6. add a provision to require OASIS users to notify Responsible Parties one month in advance of initiating a significant amount, or significantly increasing the use, of automated queries.

FERC issued two OASIS-related orders today. The first addresses the How Working Group's filing regarding its transition plan from OASIS Phase 1 to OASIS Phase 1A. The second order denies rehearing requests on OASIS Phase 1A filed by Electric Power Supply Association and Enron Power Marketing, Inc.

FERC has released a Notice of Proposed Rulemaking (NOPR) regarding CPWG's Business Practice Standards for OASIS. CPWG filed its report with FERC on June 19, 1998. FERC attached the Business Practices Report as Attachement A to its NOPR. The NOPR and its Attachement A are available for downloading:
