This workshop is an opportunity for public input to proposed reservation, scheduling, and tagging processes necessary for secure use of the interconnected transmission systems of North America. Elements of these processes include OASIS Phase 2, Interregional Security Network (ISN), a comprehensive interchange tagging system, and an interchange flow distribution calculator.
The NERC Interconnected Operations Subcommittee and the Transmission Reservation and Scheduling Task Force have been preparing a draft framework to support a transition from contract path to actual flow based reservations on the OASIS. They have also been working on the definition of on-line transaction scheduling and tagging processes.
We are seeking inputs from all segments of the industry on the feasibility and appropriateness of the proposed methods. The goal is to obtain sufficient industry guidance to prepare a draft set of requirements by April, 1997, with a second workshop planned for May to review the results.
Phase 1 OASIS is being prepared to go on-line on January 3, 1997, with the month of December dedicated to testing. However, there are two major concerns with the Phase 1 implementation that have direct impact on reliability:
Examples were pointed out to the NERC Operating Committee as early as a year ago, showing complex chains of reselling/rebundling of energy that left control area operators in the dangerous position of lacking information necessary to manage the transmission system during an emergency. NERC is revising its Operating Policy 3 on Interchange to address these concerns. However, the process will not be complete until system operators and security coordinators are able to see a complete, wide-area picture of interchange transactions on an actual flow basis.
Early consideration of Phase 2 OASIS, to include actual flow methods and on-line transactions will allow the industry to address these reliability concerns in a timely manner.
